Costs & Economic Benefits

The total build-out of the Belleayre Resort at Catskill Park will cost in excess of $400 million, 55 percent of which will be spent in the first two to three years; the balance – time-share and frac­tional interest units – will be built and sold over subsequent years as the market dictates.

During the construction phase, the Project will generate more than 2,100 person-years of employment, providing over $112 million in direct salaries and wages. Once completed, the Project will create the full-time equivalent of more than 474 full-time jobs along with 67 contracted spa theraposts. Many of the 300 or so part-time employees of the Belleayre Mountain Ski Center, annually laid off at the end of each ski season, will have the opportunity to work in many capacities at the Resort.   (Scroll down for a complete list or check our jobs press release in the newsroom.)

As at the Emerson Resort & Spa, preference will be given to local job applicants.  They will be offered a full range of benefits including, among other things, vacation, sick and personal and holiday time off, health insurance, worker's compensation and disability insurance, and staff discounts.  They will also be afforded growth opportunities providing for permanent career paths and advancement.

The Belleayre Resort is not expected to exert any upward pressure on Town, School or Highway budgets. The Project will build and maintain its own internal roads. The developers will make substantial annual contributions to both the Big Indian and Pine Hill Fire departments. The company will fund and build the connection needed to the Pine Hill Waste Water Treatment, eliminating the environmental impacts, and costs, of an on-site treatment center. Resort guests and owners of the timeshare detached lodging units, since they will not be long-term residents, will not effect the local school systems’ populations. Further, the employment pool will come from population centers within 45 minutes of the resort resulting in a reasonable commute and no need for relocation. The resort will deploy its own internal security officers.

The Resort, will, however have a large economic impact which should result in stable or lower taxes for town residents. It has been estimated that for each three percent increase in Town expenditures - roughly the annual inflationary factor - $8 million in new construction is needed to keep property taxes at present levels. Crossroads could maintain present rates for 30 years or more.  The Resort will also be paying substantial sales and bed taxes to State and County governments.
